Government Regulations

Health Technical Memorandum 64 (HTM64) specifies comprehensive technical advice for the healthcare sector, which is separated into General Pattern and Hospital Pattern categories. The term “General Pattern” refers to non-clinical assemblies used by hospital staff, patients and members of the public. “Hospital Pattern” assemblies are used by clinical staff in connection with clinical procedures. 

Health Building Note 00-10 (HBN00-10) stipulates “best practice” guidelines for sanitaryware in new build and refurbished healthcare facilities.

Willis Systems stays up to date on industry-leading products compliant to HTM64 and HBN-00-10 and has a proven track record in the healthcare market.  Our pre-plumbed sanitaryware, used in our integrated panel systems (IPS), delivers optimum hygiene, top-notch bacteria control, simple installation, easy maintenance and a long service life.

Integrated Panel System (IPS) Frame Systems

Health Technical Memorandum 64 (HTM64 ) was superseded and incorporated into Health Building Note 00-01 specifies guidance on duct and panel assemblies in the healthcare setting.

Health Building Note 00-02 (HBN 00-02) outlines the design of sanitary spaces such as bathrooms, shower rooms, changing areas and toilets in hospitals and clinics.


Willis Systems’ IPS are assembled units consisting of the following variations of factory-made frames compliant to HTM68 and HBN-00-02 including:

  • Box out stand-alone frames for bedrooms & consultation rooms.
  • L-shaped frames for ensuite or accessible WC rooms.
  • Wall-to-wall frames for staff and visitor WCs.
  • Large box out frames for operating theatres and dirty utility rooms.

Integrated Panel System (IPS) Units

Willis Systems’ panels exceed standards set in HTM68 and HBN-00-02 by using only compact solid grade laminate (SGL).

All of our IPS units, whether panel only or pre-plumbed units, are factory hung on subframes with heavy duty pull and pivot hinges for accessible maintenance on site. The panels are lockable via a selection of cam locks or extremely anti-vandal fixings.

Our panel units can be fitted directly into prepared plasterboard openings to avoid the need for a surround frame.

The following specifications and considerations are used in our product design to minimize infection:

Antibacterial compact solid grade laminate (SGL) panels.

Panels resistant to abuse and easily sanitised.

Panels withstand saturation in water.

Surfaces stand up to common cleaning chemicals.

Dirt traps minimised by close fitting panels with flat edge surfaces.

Bacterial growth diminished since all edges are incorporated into a single solid panel.

Advantages of the Willis Healthcare System

Traditional methods of building duct paneling and frames in hospitals have proven to be problematic and time consuming.  Competitors offer IPS frames built on site, normally in softwood, requiring laminate facing in situ using adhesives that carry Control of Substances Hazardous to Health (COSHH) and risk assessment precautions.

We avoid offering flat pack panels which require on-site drilling and increased coordination with plumbing trades.  Our healthcare panel systems are factory hung and reduce mess on site since all cutting and edging is completed at works and all packaging is reusable.

Willis Systems’ panel units are also manufactured with hinged panels making the final on site fix of access panels unnecessary.

Clinical Hygiene and Infection Control

Hygiene and infection control are of vital importance in any clinical environment and HTM 64 has been revised to make sure the appropriate sanitaryware products are used.

By reducing contact with surfaces using sensors and lever handles, your washroom becomes part of the plan to safeguard your staff and patients from contamination by reducing the chances of spreading bacteria onto the skin and further into the body.


Willis Systems ensures approved measures are applied to all pre-plumbed units in order to meet the stringent plumbing regulations inside hospitals including products which are:

Water Regulations Advisory Scheme (WRAS) listed or self-certified as compliant.

Thermostatic Mixing Valve 3 (TMV3) approved for healthcare specific applications.

Flushed through with fresh drinking water before delivery.

Tested for leakage at water pressures between 2-3 bar.
